Why is this MUSD bus on Ralston Road?

In the June 17, 2009 issue, The Communicator and www.CopaNews.com reported in the article “MUSD Board – Principal Celaya discusses notification, grades, and progress”(http://admin.copanews.com/Articles/Edit.aspx?ID=218) : “Transportation Phase I was also approved. This bus parking and wash facility, located at the new District Offices, will cost about $1.6M. This project also includes earthwork and concrete paving, bus wash area with masonry storage area, and relocating of existing MUSD bus fueling equipment to the new facility. Also included are lighting, landscaping, and fencing.”
At the August 24, 2010 Maricopa Unified School District (MUSD) Governing Board meeting, in an article titled, “Rolling? Rolling? Rolling? Are enough MUSD buses on the road?” The Communicator and www.CopaNews.com (http://admin.copanews.com/Articles/Edit.aspx?ID=1552) reported "...Transportation Director Fred Laguna reviewed the progress of the busing program for the 2010/2011 school year. Laguna announced that the transportation department has moved into the new bus park. He also introduced Mr. Michael Conners, from Phoenix, who is a certified mechanic. Superintendent Kleck stated that hiring Mr. Conners could save the MUSD a large amount of money, since he is certified. In addition, repair work on the buses could now be down in our new bus facility, instead of hiring someone from outside the district.”
On Sunday, May 13, 2012, this bus was photographed in a yard area on N. Ralston Road in Thunderbird Farms, a residential development several miles south of Maricopa. Area residents report that it has been there for some time.
Now the question: If the MUSD has a transportation and bus parking facility (at a cost estimated to be $1.6 million in 2009) and if the District has a certified bus mechanic, and if “repair work on the buses could now be down in our new bus facility” – why is this MUSD bus sitting on N. Ralston Road?
